City hires new CFO and approves water budget
The City of North Bay has appointed Shannon Saucier as Chief Financial Officer (CFO)
She replaces Margaret Karpenko, who left for the CFO position in Sudbury earlier this year.
Officials say Saucier has been a key member of the City’s administration since 2014, previously serving as Director of Financial Services and, most recently, as Director of Strategic Initiatives.
Her appointment follows a comprehensive search that attracted approximately 60 applicants.
“Shannon brings more than a decade of municipal financial expertise, a strong track record of leadership, and a deep understanding of the City’s operations,” says CAO John Severino. “We welcome Shannon to her new role and look forward to her valuable contributions in advancing the City’s long-term goals.”
As Chief Financial Officer, officials say Saucier will oversee the city’s financial operations and provide strategic and operational leadership to the Finance Department.
Council, meantime, has approved its $31 million Water and Wastewater Operating Budget for 2026.
That’s up 5.27%.
For the average residential customer, the city says it means bills will go up between $43 and $50 a year, or $3.58 to $4.18 a month.
“Water and wastewater services are essential to our community,” says Deputy Mayor Maggie Horsfield. “This budget ensures these critical services continue to meet the needs of residents and businesses every day.”
The city says a significant portion of the budget supports essential maintenance and upgrades to core infrastructure, including watermains, pumping stations, and treatment facilities.
The remainder covers operational costs to support the delivery of services personnel and goods and services.
