College Organizational Review to Strengthen Student Access, Success and Industry Alignment

As Ontario’s colleges navigate an unprecedented shift in the post-secondary landscape, Canadore College today announced it is undertaking a comprehensive review of its organizational structure and workforce alignment to ensure long-term sustainability and continued excellence in student and graduate outcomes.

Colleges across the province are facing significant operational changes driven by federal decisions regarding study and work permits, growing socio-economic pressures, and rapidly evolving labour market demands. At the same time, industries are transforming at an accelerating pace, shaped by global economic forces and mounting pressures on local economies. These realities are creating financial challenges that require thoughtful, strategic action across the sector.

In response, Canadore is entering a period of renewal grounded in a clear commitment to student access and student success and aligned with provincial direction and priorities outlined in the 2025 Ontario Budget: A Plan to Protect Ontario.

“College graduates are the boots on the ground, powering key industries across every corner of the province,” said Dr. Sandra Efu, President and CEO of Canadore College. “The recent funding announcement provides stability and helps strengthen local economies, but it is far from the finish line. Our responsibility now is to build on that foundation to ensure our programs, partnerships and people are aligned with the needs of students and the workforce of today and tomorrow.

The organizational review will include a comprehensive evaluation of the College’s structure, workforce complement, and resource allocation to ensure alignment with enrolment realities, emerging industry needs, and long-term financial sustainability. As part of this work, the College must identify $20 million in savings next fiscal year and beyond, including reductions in salary-related costs.

The review will follow a phased approach, driven by Canadore’s commitment to student access and student success, while also ensuring the institution remains responsive to industry and employer needs. The first phase will introduce a one-time, voluntary departure incentive and a voluntary retirement incentive program, designed to create flexibility within the operating budget and reduce workforce complement. Future phases, if required, will be guided by ongoing assessment and consultation.

The College’s review comes at a time when Ontario’s colleges are balancing challenging fiscal realities with their core mandate to lead responsively and prepare graduates for critical roles in healthcare, skilled trades, technology, community services, and advanced manufacturing.

“We are entering a period of renewal,” added Efu. “Every decision we make will be guided by our students, the labour market, and the province’s broader economic priorities. Our focus remains clear: protecting core academic priorities while adapting to a rapidly changing environment and ensuring Canadore continues to play a vital role in the economic and social strength of our region.”

The College continues to experience strong domestic enrolment in many of its programs, with projected enrolment of over 3,000 students for Fall 2026, including strong partnerships with Indigenous institutes across the province.
