NDHC to Assume Management of Niska Non-Profit Homes

The Nipissing District Housing Corporation (NDHC), which serves as the local housing corporation and is overseen by the District of Nipissing Social Services Administration Board (DNSSAB) as its sole shareholder and service manager, will begin managing Niska Non-Profit Homes Inc., effective October 6, 2025.
“Bringing Niska’s units under NDHC management means tenants will benefit from the same care and consistent service provided at our other properties,” said Chris Mayne, NDHC Board Chair. “This step strengthens housing stability in the Nipissing District and helps keep these units available for the long term.”
This portfolio includes 22 rent-geared-to-income townhouse units in the south end of North Bay. This step supports DNSSAB’s commitment to providing safe, affordable housing in Nipissing District. This transition was formally approved at the September 24, 2025, meetings of the Niska, NDHC, and DNSSAB Boards, with all Boards supporting the move to reinforce the long term sustainability of Niska Non-Profit Homes.
“The Board made this decision to help keep housing secure for Niska tenants,” said Ethel LaValley, Niska Non-Profit Homes Board President. “This change means tenants can continue to count on safe, affordable housing, supported by a team that understands the community.”
The decision follows a period of collaboration and strategic support that began in March, as first announced in a media release issued on March 28, 2025. At that time, DNSSAB and NDHC took decisive action to ensure the ongoing provision of subsidized housing for the residents of Niska’s units. This next step will further ensure the long term sustainability of these 22 units.
NDHC, as the largest provider of social housing in the District, manages several properties in the area and brings valuable experience working with tenants and in property management. By assuming responsibility for Niska’s townhouse units, NDHC will deliver effective housing services, maintain high standards for property maintenance, and support stable, quality housing options for current and future tenants.

Looking ahead, NDHC and DNSSAB remain committed to meeting housing needs across the District by providing safe, affordable, and sustainable options that support the well-being of residents throughout Nipissing District.
About DNSSAB: The District of Nipissing Social Services Administration Board (DNSSAB) is the service delivery agency for essential human services to the residents of the Nipissing District. These include Ontario Works, Housing Services, Children’s Services, and Paramedic Services. The jurisdiction of the DNSSAB covers a population of about 85,000 people, spread out over 17,000 square kilometers, 11 municipalities, two First Nations, and two unorganized areas – Nipissing North and Nipissing South. The Board is made up of 11 Municipal councillors and 1 elected representative for the townships without municipal organization.
